Abstract

In the context of a developing market economy and the growing awareness of the value of human labor, its effectiveness and commitment to a particular organization, the problem of competent personnel management, as well as the development of human potential, which the organization has, is relevant. Especially relevant are the issues of the use of human resources of enterprises of the agro-industrial complex, in which there are certain shortcomings and gaps in the personnel management system [8, P. 27]. In the context of the economic downturn and the crisis phenomena caused by the Covid-19 pandemic, it is important to develop methods for involving the personnel of agro-industrial enterprises in decision-making, spreading the most successful practices, forming new competencies and identifying development paths.


The object of this study is the human resource management system at a number of enterprises of the agro-industrial complex of Yekaterinburg and the Sverdlovsk region.


The subject of the study is the current system of staff development and management of line personnel of the studied enterprises.


The purpose of the study. The purpose of the study is to analyze the intellectual potential of a number of agricultural enterprises and develop measures for its development. To achieve this goal, a number of tasks were identified - изучить to study the theoretical aspects of the formation and development of the intellectual potential of the organization; исследовать investigate the human resource management system in the selected enterprises; проанализировать analyze the existing system of staff development, identify the actual shortcomings of working with the intellectual potential of organizations; develop measures to develop the intellectual potential of the surveyed enterprises of the agro-industrial complex and improve the management system of line personnel.


Research methods. During the research, we used such methods as a systematic approach, analysis of the literature on the problem of human resource development, analysis of documents of organizations, expert interviews, analytical method and method of formalization.


          The results of the study. The theoretical foundations of the development of the intellectual potential of agricultural organizations are investigated. The analysis is carried out and shortcomings in the personnel management system of a number of enterprises of the agro-industrial complex of Yekaterinburg and the Sverdlovsk region are highlighted. The intellectual potential of these organizations is investigated. Measures have been developed to develop the intellectual potential of the studied agricultural enterprises.
