STATE SUPPORT MEASURES TO ENSURE THE REPRODUCTION OF LAND RESOURCES IN THE AGRICULTURAL SECTOR OF THE ECONOMY

Abstract

The article substantiates the need for a consistent policy of subsidizing agricultural producers aimed at creating conditions for the reproduction of land resources; the expediency and economic efficiency of involving unclaimed land shares and unused agricultural land in active economic turnover. Based on an expert assessment, a negative relationship has been identified between the degree of activity of receiving subsidies and the quality of land, the reasons for the low activity of participation of business entities in state support programs for agriculture: low incentive efficiency, difficulties with paperwork, time lag between the need for subsidies and the actual receipt of them. It is proposed to use various forms of state support: tax incentives for business entities developing unused and abandoned lands.; guaranteed purchase of agricultural products at a predetermined price; subsidized loans, to establish a direct dependence of the amount of subsidies in the subsequent period on the dynamics of soil fertility growth.
