ON THE ISSUE OF FORMING STANDARDS FOR PROVIDING SOCIALLY SIGNIFICANT SERVICES TO THE POPULATION OF RURAL TERRITORIES

Abstract
In the article, the authors consider in detail the quality of life of the rural population of the Voronezh region in terms of providing services that are necessary for the organization of normal activities and human development. The relevance of the topic is the need in modern conditions to move to long-term planning for the development of municipal areas and improving the living standards of rural settlements, which should be based on a systematic study of the state of the system of providing services to the rural population, including education, medical, veterinary, cultural, commercial, household, transport and other types of services. Study of indicators of quality of life of the rural population, patterns of socio-economic and sectoral development in agricultural municipal areas is important for further development of standards (norms) of quality of life of rural population of Voronezh region and targets for the development of municipalities. Based on the qualitative composition of rural territories, homogeneous and heterogeneous agricultural areas can be identified in the Voronezh region. The authors evaluated the mechanisms of self-financing and budget financing, as well as extra-budgetary funds, which allows to form targets for the development of standards for providing services to the population of rural territories. It was found that self-sufficiency in low-income conditions is very limited, and increased budget funding will not cover the inflationary growth in the cost of services, homogeneous and heterogeneous municipalities are slightly differentiated by the level of income of the population and the budget. In the process of studying the strategies of the territories of the region, it was revealed that certain strategic indicators in municipal districts set higher targets than in the regional center.
