DEVELOPMENT OF AGRICULTURAL CONSUMER COOPERATIVES IN THE PENZA REGION

Abstract

The article considers the indicators characterizing the dynamics of development and the current state of the system of agricultural consumer cooperatives of the Penza region. The purpose of the study is to identify regional features of the development of agricultural consumer cooperatives, to assess the impact of state grant support measures on the activities of cooperatives. The study analyzed the activities of agricultural consumer cooperatives actually operating in the region, whose shareholders are producers of agricultural products (cooperatives established in 2022 and cooperatives engaged in water supply are excluded from the analysis). The final sample for analysis includes 38 cooperatives. The analyzed cooperatives were grouped according to the indicators of revenue from the sale of products, the value of assets, and areas of activity. The groupings are supplemented with data on the number of grant–receiving cooperatives. It is revealed that the development of agricultural consumer cooperatives in the region is characterized by positive dynamics, but the importance of cooperatives for the agrarian economy remains minimal. There is a high dependence of the development of the cooperative system on the financial support of the state in the form of grants for the development of the material and technical base of cooperatives. Cooperatives are highly differentiated by income and assets. The types of activities of cooperatives in many cases do not correspond to the essence of consumer cooperation. State support is actually the only incentive for the creation and (or) expansion of the scale of cooperatives. The results obtained show the need to improve the state policy on the development of agricultural consumer cooperation in terms of focusing on mechanisms to increase the attractiveness of the organizational and legal form of the cooperative by reducing organizational costs and financial risks of shareholders.
