DEVELOPMENT OF RURAL AREAS THROUGH THE FORMATION OF FAVORABLE LIVING AND WORKING CONDITIONS FOR THE RURAL POPULATION

The article examines the issues of rural development from the perspective of the theory of human resource management and the search for mechanisms for the formation of favorable living and working conditions in rural areas. Currently, rural development is one of the most hotly debated topics, and the search for effective tools to achieve their sustainable and balanced development is still ongoing. Agriculture, being one of the main branches of the regional economy, has a significant impact on determining the level and quality of life of the rural population. The development of rural areas, namely, improving the educational level of the population and improving the quality of life, is currently becoming the main factor contributing to the growth of labor productivity and an increase in the output of agricultural enterprises. In recent years, as a result of the implementation of state support measures for rural social development, the rural economy has strengthened, the income level of rural residents has increased, and their housing and social conditions have improved. However, the most difficult task is to find mechanisms for creating favorable working conditions in rural areas, which is the main prerequisite for the development of rural areas. From the point of view of the theory of human resource management, work motivation is the most effective management tool, at the same time, it also has significant social effects that form job satisfaction and contribute to the long-term consolidation of human resources involved in labor processes in rural areas. This will reduce the level of depopulation in rural areas.

ASSESSMENT OF THE AMELIORATION CONDITION OF IRRIGATED LAND OF THE REPUBLIC OF KHAKASSIA

The article analyzes the current technical state of the reclamation complex of the Republic of Khakassia and provides an assessment of the reclamation state of irrigated arable land based on agrochemical indicators. It is shown that the main areas of reclaimed land are concentrated within the Koibalskaya and Abakanskaya steppes of the Minusinsk hollow on low-fertility and eroded chestnut and dark chestnut soils. The main types of irrigated agricultural land are hayfields and pastures. The soil fertility of reclaimed arable land is characterized by low and medium content of humus and available phosphorus, therefore the soils require annual application of organic and phosphorus fertilizers in high doses. Based on exchangeable potassium and acidity, the soil condition is assessed as good and does not require fertility regulation using chemicals. The technical condition of reclamation systems indicates a high degree of deterioration of the reclamation complex and the need to take measures for its overhaul and reconstruction. One of the most important tasks is to stimulate agricultural producers growing products on reclaimed lands by reducing the tax burden or subsidizing the costs of maintaining reclamation systems in working order.

The development of sustainable farming methods, such as organic or vertical farming, can help improve land use efficiency and preserve fertile soils. It is also important to develop appropriate government programs and support mechanisms for agricultural enterprises that will help them introduce new technologies and improve their productivity.

AVAILABILITY OF INFORMATION AS A FACTOR IN THE DEVELOPMENT OF PUBLIC-PRIVATE INSTRUMENT RURAL PARTNERSHIPS

The high level of development of regional infrastructure, including rural areas, is one of the key factors for the successful economic development of the country and its social well-being. The use of public-private partnerships (hereinafter referred to as PPP) as a tool for attracting investments in regional development has significant potential for the implementation of a larger number of infrastructure projects, since PPP mechanisms are mainly used to implement precisely such projects. PPP allows, among other things, to reduce government spending on the development of rural areas and redistribute responsibility between the state and private business. Currently, the use of the PPP mechanism is not widespread as a tool for implementing projects in rural areas. This article analyzes statistical indicators characterizing the level of development of public-private partnerships in rural areas of the Southern Federal District and North Caucasus Federal District. Low awareness of potential investors about the features of the PPP instrument is identified as one of the root causes of the current dynamics.

MPLEMENTATION OF A PROJECT MANAGEMENT SYSTEM IN SMALL CHEESE MAKING ORGANIZATIONS IN KUBAN

In the context of modern restrictions and sanctions, increasing cheese production volumes remains an urgent problem for Russian producers. The article examines the development of the cheese industry at both the federal and regional levels in the context of the implementation of the Food Security Doctrine of the Russian Federation. The development of the cheese-making industry faces significant difficulties associated not only with the processing of dairy raw materials and its availability, but also with the lack of premises for cheese maturation, which are practically absent in the small and medium-sized business segment. Therefore, it is necessary to encourage more small and medium-sized enterprises to engage in milk processing and production of dairy products. The introduction of a project management system in small businesses has the potential to mitigate the unfavorable factors prevailing in the Russian economy, leading to the creation of a flexible management system capable of adapting to any negative impacts. Distinctive features of small business project management are: the predominance of short-term projects that rely on internal resources, the relatively small size of projects in relation to the economy as a whole, but significant in relation to the size of the companies themselves, profit-oriented projects with an emphasis on short-term benefits, the practice of minimization project costs, risks, integration of project responsibilities with the main functions of employees.

ANALYSIS OF THE ORGANIZATION OF USE OF LAND OF SPECIALLY PROTECTED NATURAL AREAS OF THE ISHIM DISTRICT OF THE TYUMEN REGION

The article reveals a methodology for organizing the use of lands in specially protected natural areas, aimed at preserving favorable conditions of the natural complex, where territories are delimited by functional zones and certain land use regimes are established. An analysis of the protection regimes for protected areas in the study area showed that the protection regimes for the territory are based on the intended purpose and objectives of preserving the natural components of this territory.

The analysis showed that the specially protected areas of the Ishim region are susceptible to waterlogging, where it is necessary to take measures to prevent flooding. Anthropogenic negative impact is represented by disposal facilities that are located near the borders of specially protected natural areas. The largest amount of emissions of harmful substances comes from unsorted household waste of hazard class 4. Based on the analysis, recommendations were developed for preserving the uniqueness and biological diversity of specially protected natural areas, which is aimed at creating favorable conditions for the natural complexes and landscapes existing in the study area.

The relevance of the work is due to the fact that planning and organizing the reasonable use of land in urban areas should be based on socio-economic strategies, land management, urban planning, environmental and other documents. The study examined the organization of use of the territory of the village of Nizhnyaya Tavda, Tyumen region. The climate does not hinder economic development and construction. The main components of the social sphere of the municipality include education, culture, healthcare, social support for the population, physical culture and sports. The well-being of rural settlements is largely determined by the level of employment of the population. Since 2012, the population has increased by 49%. Under favorable socio-economic conditions, a further increase in the population is possible, which will lead to increased demand for housing construction and social services.

APPROACHES TO HUMAN CAPITAL FORMATION FOR THE AGRICULTURAL INDUSTRY OF THE REGION

Most experts point to the acute shortage of professional personnel, and not only the level of specialists in various fields, as the root problem of the agro-industrial complex. The lack of managers in the industry with a high level of competence, capable of thinking strategically and possessing all modern management tools is widely emphasized. The development of the agro-industrial complex is closely related to the issues of personnel training for the industry, which, unfortunately, is not prestigious in the view of the younger generation in terms of building a career trajectory. ANALYSIS OF THE CONDITION AND USE OF LAND IN A SETTLEMENT WITH THE PURPOSE OF FORMING SUSTAINABLE LAND USE

Based on the principles of land legislation, we can conclude that land is the basis of human life and activity, as well as the most important component of the environment.

The improvement of the market economy and the development of the land market have made the concepts of price and land tax relevant and have returned interest in state regulation of the use of land resources and acceptable methods of its implementation. Also, long-term and current planning of their use plays a significant role in land improvement. Rational and efficient use of land is a pressing problem of our time.

The article analyzes the current state and use of lands of the Zavodoukovsky urban district of the Tyumen region, and also develops recommendations for the future use and arrangement of its territory.

Based on the results of the analysis, we can conclude that currently the modern land fund within the boundaries of the Zavodoukovsky urban district is 299,577.96 hectares. The procedure for using municipal lands is determined in accordance with the urban planning zoning of the territory. In the course of the work, a set of measures was developed for the sustainable development of the territory of the city of Zavodoukovsk.

The article presents the results of monitoring studies of degradation processes in the territory of the zone of unstable humidification of the Stavropol Territory and the classification of agricultural landscapes according to their suitability for agricultural use. There is an intensification of such negative processes as water erosion, deflation, their joint manifestation, as well as salinization. These processes are influenced by both natural factors and anthropogenic activities.

FEATURES OF COMPLEX CADASTRE WORK (BASED ON MATERIALS OF THE CITY OF NADYM)

ASSESSMENT OF THE ORGANIZATION OF USE OF AGRICULTURAL LAND USING THE STATISTICAL METHOD

An analysis of the correlation dependence of the main agrochemical indicators of arable land on the yield of agricultural crops in the Yarkovsky region showed that the 2nd and 3rd groups of agricultural crops were influenced by the acidity of the arable land and the content of exchangeable potassium, and the 4th group was influenced by the content of phosphorus in the arable land. The correlation between the indicators of group 1 showed that the yield indicators could be affected by the content of humus and phosphorus in the soil, but the correlation coefficient was less than 0.5, which indicates the presence of a connection between the indicators, but in this case it is considered unreliable.

ASSESSMENT OF THE USE OF AGRICULTURAL LAND IN AGRICULTURE OF THE TYUMEN DISTRICT OF THE TYUMEN REGION

Today, the issue of soil fertility occupies an important place in the management system of the municipal district. Soil fertility is a self-regulating system that requires constant monitoring, regulation and interaction with other factors. In turn, soil fertility is an integral part of the natural-territorial complex. However, the increase in anthropogenic impact and irrational use of soil fertility is increasing every year, which leads to degradation, a decrease in productivity and the withdrawal of arable land from production. The article assesses the suitability of agricultural land in the Tyumen district of the Tyumen region. The total area of the land fund of the Tyumen municipal district is 369,184 hectares. In 2021, the area of agricultural land decreased by 18,805 hectares due to the transfer to the lands of settlements, as well as to industrial lands. The largest area in 2021 is occupied by agricultural lands - 44.51%, and the smallest by protected areas - 0.20%; lands of all categories are represented in the district. To carry out the assessment, the following methods were used: forecasting and analysis method, modeling method, which made it possible to create a database on land suitability, establish their area indicators and develop a map of agricultural land suitability. appointments. The result of the work is a proposed set of measures to increase fertility, aimed at creating a sustainable model of the agricultural sector, restoring and preserving soil fertility. For the development of the agro-industrial complex of the municipal district, a scheme for an integrated approach and systematization of data from agricultural enterprises and the formation of an electronic interaction system have been proposed.

MODERN SCIENTIFIC ACHIEVEMENTS OF REGIONAL MODERNIZATION OF AGRICULTURE

The use of new technologies in agriculture is not limited to computers. New technologies can control the full cycle of growing plants in crop production - from planting and watering to harvesting. This takes into account the microclimate in which the plants are grown, the soil composition, as well as the lighting of smart greenhouses if the plants are not grown in open ground.

In Russia, a departmental project “Digital Agriculture” has been developed, the goal of which is the digital transformation of agriculture. This project is designed for a significant increase in production in all sectors of the agro-industrial complex. To do this, it is necessary to introduce new technologies at agricultural enterprises. Such technologies include software systems that can control farms, drones and drones to obtain information about the composition of the soil for precision agriculture. New technologies also include city farms for growing herbs, berries and vegetables in modernized systems using hydroponics instead of conventional soil.

The relevance of this article lies in the use of new technologies at domestic enterprises of the country’s agricultural and industrial complex. New technologies are not only a tool for increasing labor productivity in enterprises, but also increasing the competitiveness of domestic agriculture. The purpose of this article is to study new technologies that are already used in the Russian agricultural complex of the country. The article uses such research methods as methods of analysis and synthesis to consider the application of new technologies in crop and livestock products. The comparative analysis method is applicable when analyzing indicators for improving labor productivity in agricultural enterprises.

The introduction talks about the need to use new technologies in all areas of production. The main part examines new technologies that are already used in domestic agriculture. In conclusion, the authors summarize the implementation of new technologies and emphasize that the modernization of agriculture affects import substitution of products, which makes it possible to be independent from import supplies of not only agricultural products, but also seeds, vaccines for animals and agricultural machinery.

For the research results, the article used a statistical method to analyze data on the number of new farms that were opened in 2022. Methods of analysis and synthesis are used to comparatively characterize the use of new technologies in production. The comparative analysis method was used by the authors in their conclusions when summing up the use of new technologies in the country’s agricultural and industrial complex.

PERSONNEL SHORTAGE IN AGRICULTURE AS ONE OF THE SIGNIFICANT REGIONAL PROBLEMS

The state has goals of increasing the level and quality of life of the Russian countryside. To do this, it is necessary to provide rural areas with a wider range of cultural and leisure facilities and consumer services. One of the challenges here is the accessibility of education for rural youth. The interaction of agricultural universities with employers is an important factor for future specialists who, after graduating from universities, will plan to return to work in their village. Therefore, the personnel shortage in agriculture will decrease only when future specialists become motivated to work in rural areas. In addition to wages, the improvement of rural areas is an equally important incentive to choose work in rural areas.

The personnel shortage manifests itself not only among specialists with higher education, but also among blue-collar professions. Along with the shortage of agronomists, livestock specialists and veterinarians in agriculture, there is an acute shortage of tractor drivers, mechanics and drivers. Specialists in the field of biotechnology, breeding and genetics are becoming the most in demand. In connection with the modernization of production, agriculture is gradually moving to a new stage of its development, so in the very near future, specialties that will require IT specialists will become in demand.

AGROTOURISM SERVICES AS A FACTOR IN INCREASING THE PROFITABILITY OF HORSE BREEDING IN RURAL AREAS OF THE REGION

Traditions of self-harvesting, visits to eco-farms and other leisure activities of urban residents in rural areas are gradually becoming part of our cultural and leisure practice. It is safe to say that agrotourism has already been formed as one of the types of tourism in our country, and, moreover, it is actively developing. In addition to the leisure, cognitive and educational effects that arise in agrotourism by providing practical access to agriculture to the population, agrotourism services are actively introduced and developed by farmers as a response to difficult economic conditions. Agrotourism, while providing the urban population with opportunities for recreation, education and entertainment, at the same time enables agricultural producers to diversify their own incomes. The connection between horse breeding and agrotourism opens up additional opportunities for enterprises whose main activity is related to breeding horse breeding. If we talk about the development of agrotourism in the Perm Region, the horse breeding sector is the most competitive, despite the fact that this type of agrotourism, as a direction for the development of farmers' activities, has certain difficulties and constraints. First of all, these are high investment costs and problems in staffing with highly qualified personnel. At the same time, one should not ignore the strategic advantages of this area, the main one being the interest of consumers. The article examines the activities of one of the agricultural enterprises of the Perm Region engaged in breeding the symbol of domestic horse breeding - the Oryol horse breed. The development of agrotourism based on it could be considered as a strategy for maintaining competitiveness and expanding the existing agricultural business model.

CROP WILD RELATIVES OF YAKUTIA: ANALYSIS OF THE DISTRIBUTION OF SPECIES FOR IDENTIFYING FORMS OF VALUE FOR BREEDING PURPOSES

The creation of new highly productive plant cultivars adapted to unfavorable environmental conditions, diseases and pests, and used for the production of high-quality food products, requires a wide range of source material. Crop wild relatives (CWR) represent an important component of the source material for breeding.

Yakutia is characterized by a variety of natural conditions and resources due to its geographical position, which covers significant areas located in the northeast of the Asian part of Russia. Forty percent of the territory is located beyond the Arctic Circle. Significant plant material representing the flora of Yakutia, CWR included, has been accumulated. New data on the flora of Yakutia have been published.

In order to systematize the accumulated information, the available literature data, as well as the information from field surveys (collecting missions in 2020, 2022 & 2023), were used to analyze the CWR flora of Yakutia, which includes 288 species (15% of the total number of species in the flora of the region).

As a result, the greatest richness of CWR species (over 50% of the total number of CWR species in Yakutia) was expectedly found to be concentrated in floristic regions in the south of the republic, i.e. in Central Yakut, Verkhne-Lensky (Upper Lena) and Aldan regions. Among CWR, 26 species are the most widespread and occur in all floristic regions, while 70 species grow only in one floristic region. The widespread species exemplify a high degree of adaptation to contrasting growing conditions in the study area. The species that occur only in one floristic region are either those at the edge of their distribution range, or those outside it, as invasive, where they grow in growth-limiting conditions. All of them are of interest as source material for breeding.

THE INFLUENCE OF AGRO-RECLAMATION FACTORS ON POTATO YIELD AND QUALITY

INNOVATIVE METHOD FOR ACCELERATED CULTIVATION OF GREEN FEED FOR ANIMALS AND POULTRY

It has been shown that to accelerate the germination of cereal seeds for green fodder for animals and birds, one can use protium (light) water, which has a lower deuterium content and has special properties. When germinating winter wheat seeds with protium water, the growth of seedling stems accelerated: on the first day - 2.5 times, on the second - 1.8 times, on the third - 2.1 times, on the fourth - 1.6 times, on the fifth – 1.3 times, on the sixth and seventh days – 1.2 times. The results of this experiment showed the effectiveness of using protium water for accelerated germination of winter wheat grain within a few days, which is very important in the production of hydroponic green feed for animals and poultry. All these experiments and implementations are proposed to be carried out on the territory of innovative agrobiotechnoparks.
