METHODOLOGICAL APPROACH TO ASSESSING THE EFFECTIVENESS OF REGIONAL ECONOMIC POLICY

Abstract

The article considers a methodological approach to the assessment of regional economic policy. In order to implement the approach, an algorithm has been developed that includes the stages of selecting the most significant industries for the economy of the Kemerovo region-Kuzbass (coal industry and agro-industrial complex), indicators characterizing their condition. The gross regional product (GRP) in the sum value and in relative values of physical volume is set as the basic indicator of the development of the industry. In order to be able to apply GRP statistical indicators for the current period, extrapolation of data based on operational information was made. The main elements of regional economic policy are identified, approaches to assessing their impact on industries are outlined. The main elements include regulators (regional ministries) and their functions in economic policy; legislative norms related to economic policy (state regional development and support programs); the main directions of the implemented regional economic policy (support, conservation, sustainable development); implementation tools (direct and indirect measures) and implementation results (program execution, results of the development of industries, taking into account support). Approbation of the methodological approach required only the first step of the algorithm, showed a weak influence of regional economic policy in the field of agriculture and the coal industry on the physical indicators of the industries.
